[PATCHSET v30.10 3/3] debian: enable xfs_scrub_all by default

Hi all,

Update our packaging to enable the background xfs_scrub timer by default.
This won't do much unless the sysadmin sets the autofsck fs property or
formats a filesystem with backref metadata.

If you're going to start using this code, I strongly recommend pulling
from my git trees, which are linked below.

This has been running on the djcloud for months with no problems.  Enjoy!
