Hmm, I still see this on 5.4-rc4:

Oh, right, you're stripping out MKFS_OPTIONS and formatting a loop
device, which on my system means you get rmapbt=1 by default and
whatnot.

I think the larger problem here might be that now we have to figure out
the special-casing of some of these options.
