I'm currently inspecting a problem where someone can't access a font
installed under Windows (under LuaTeX, so not directly related to
fontconfig). It seems the peoblem is that Windows can consider font
installed even when they are not in the C:\\Windows\Fonts folder. There
seems to be a registry key listing all fonts considered installed by
Windows:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Fonts

See this thread[1] for a few details.

So my question is: does Fontconfig handle this? If not, is there any
plan to do so? Should I report this on bugzilla?
