There is no font bug here to fix, TeX Gyre Termes is not metric or glyph name-compatible with Times, so fontconfig should offer it as a weak Times replacement if such thing is possiple (i.e. in a way that will not tell poppler to use it if Times is missing), otherwise it should not be offered as Times replacement at all. The same is true for the rest of TeX Gyre fonts.
