Actually, implementing WWS family/style normalisation in fontconfig would
fix this case and many others, the spec has already be written by
Microsoft after examining many existing fonts, so it's not rocket science.

Since it's an heuristic, it's not perfect by definition, but it gets us
closer to good matching, and has the side-effect of being closer to what
other platforms do (and their users expect)
