[PATCH] fix fontconfig access to networtk paths on Windows

Hello,

 

I recently updated to fontconfig 2.10.1 and found that access to fonts on Windows network paths is broken due to the // squashing in FcStrCanonAbsoluteFilename().

 

The attached patch fixes that by avoiding to squash an initial // on Win32.
