You can overwrite the default config file with FONTCONFIG_FILE
environment variable. also FONTCONFIG_PATH to overwrite the path of
the default config path where points to /etc/fonts in most cases.

If you have your own built of fontconfig, you can change the default
path with --with-confdir to wherever your app can access.
