Success, using

 <match target="scan">
   <test name="family">
      <string>Luxi Mono</string>
   </test>
   <edit name="spacing" mode="assign">
     <int>100</int>
   </edit>
 </match>

 <match target="scan">
   <test name="family">
      <string>Luxi Mono</string>
   </test>
   <test name="style">
      <string>Bold Oblique</string>
   </test>
   <edit name="spacing" mode="assign">
     <int>100</int>
   </edit>
 </match>

though I don't know why the second <match> ... </match> section seems to
be required.
