XwcDrawImageString receives "wide character", not 16bit UCS-2.
I think XftTextRender16() in libXft is better. However I don't
know whether Unicode-oriented functions are transparent for PUA
codepoints.

fontforge can load BDF font and convert/save into bitmap-only TTF.
