I think that will be a disaster for root -- anyone who can write to /dev 
will probably scramble things hopelessly.  There's a complicated little 
locking dance involved in managing the cache file which uses rename to 
atomically replace the cache.  You would end up with a regular file for 
/dev/null in this case, something you probably don't want...
