Fontconfig 2.1.93 (2.2 RC3) is ready

I've fixed the current open bugs and released 2.1.93 to see if we can't 
get 2.2. out the door sometime this year.

Bits are (as usual) at:

	http://fontconfig.org/release/fontconfig-2.1.93.tar.gz

I think there are only a couple more things to do:

	1)	Add fontconfig-config program back in
	2)	Verify .spec file
