Well, that seems to be the essence of the problem. RH9 is unable to start
the display server.

I will try the other steps that you recommended. My /etc/fonts/fonts.conf
looks the same as yours.

First, ensure that the X font server is set up correctly and is
running.  You may want to restart it.
