VT is only useful for fully virtualized guests. A paravirtualized guest is
already much faster than a fully-virt guest, regardless of VT.

There's nothing to enable[1] - if your CPU supports it, Xen will let you create
HVM guests, if your CPU doesn't support it, then you won't be able to use
HVM.

[1] Well, ok VT may be disabled if your BIOS if using Intel CPUs.
