There are 3rd party YUM repositories which may have hacked up versions to work with Xen, but ultimately its up to ATI to provide it for Xen since they're the only ones who can legally work on the code. The open source radeon driver doesn't support the X1300 yet,so only other options are VESA (no acceleration), or bare metal kernel with KVM instead (pending Fedora 7) of Xen.
