I saw something similar a while back and opened Red Hat bug 151491: https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=151491 which led to Xen bug 13: http://bugzilla.xensource.com/bugzilla/show_bug.cgi?id=13 The resolution for me was getting ACPI support into the Xen kernels.
