This is because Fedora still has no good story for how applications
should request firewall changes.  It's coming though in the form of
firewalld, hopefully.

Note that this is one of those things that was addressed (mostly) in
system-config-printer but which has not yet been implemented in the new
GNOME 3 printing settings module.

Until firewalld is out of preview, GNOME 3 could use the approach that
system-config-printer does: if there are no printers available, query
the firewall settings (using system-config-firewall's D-Bus interface)
to see if the IPP UDP port is blocked, and if so ask the user if they
want to change that:
