Yeah, sort of, because it is displayed on top of windows and hides parts of them. Its behaviour is also different from the Favorites, because it seems impossible to start an app with drag'n'drop. But it's helpful for beginners, who come from GNOME 2 and miss a really fast way to start favourite apps.
