Before installation actually. But you are right. It is the loading of the initrd.img of the installation that takes so long. And dureing that time you don't see anything happening on the screen. So it;s easy to assume that the system has frozen.

Are you talking about during installation?  If so, that's normal.  Note
that there is no longer an install.img so it's all in the initrd and
therefore it's much larger than it was in F14.

We are working on making it smaller, but don't expect any miracles.
