Yeah. I'd like to suggest: 

- Make the group 'invite only'. 
- Add to the description/requirements on the group a pointer to the
  process and tell people to see that link. 
- When sponsors sponsor someone into the group, they just add them,
  then sponsor them. 

This would prevent people from falling through the cracks like above.
