I fixed this myself! In /etc/httpd/, there is a symbolic link to /var/run/httpd which is a broken link because there is no httpd directory under /var/run ...
To fix it, sudo -c "mkdir -p /var/run/httpd"
Restart Web Server...
BTW, this is on Rawhide/x86_64
