I tried to find it, and first I looked in https://fedoraproject.org/wiki/Category:Package_Maintainers but I didn't see anything directly related to updates, I had to resort to the big list of pages below, and looked at https://fedoraproject.org/wiki/Package_update_HOWTO and then https://fedoraproject.org/wiki/Package_update_guidelines and finally found a link to https://fedoraproject.org/wiki/PackageMaintainers/MaintainerResponsibility where I found near the bottom https://fedoraproject.org/wiki/PackageMaintainers/MaintainerResponsibility#Notify_others_of_changes_that_may_affect_their_packages I would think that the Maintainer Responsibility page would have a much more prominant display on the Category:Package_Maintainers page, and the sub item about notifications should be linked to from the update_HOWTO and update_guidelines pages.
