I've also made some tests and it's probably because that the directories specified under the disk are not honored as kernel parameters, which means anaconda only looks for the 'images/' under '/' in your specified disk. So if you put 'images/' under '/' in your /dev/sdb2, anaconda can retrieve install.img successfully. Another workaround is to use 'askmethod' and then configure the disk and the directories manually when prompted. But even if the install.img can be retrieved, you will still encounter another bug for retrieving iso repo[1], this has been marked in the test result page[2].
