Neither did I say it was.

But without any interaction with the reporter the maintainer has no way 
of finding out if the reporter is knowledgeable enough.

Many components in bugzilla show little to no interaction with reporters 
and in many cases packagers/maintainers look at reporter(s) more of a 
nuance than an actual useful resource at their disposal to help improve 
the component they are responsible for and ship with Fedora and thus 
improve the overall quality of the distribution.
