A little of both.  There is code to auto-obsolete older updates when a
newer one gets submitted or requested for pushing, but it has bugs in it
so that code has been turned off.  Unfortunately that leaves a race
condition where the older update could get tagged after the newer
update.  When we become aware of these situations, it's best to file a
releng ticket so that we can tag things appropriately.

I've fixed this build just now.
