The minimal case is "special" because it is lacking in a number of packages, such as the NetworkManager stack, which is Fedora's preferred method of managing the network. Now, there might be room for better translation of network params used to start the install carrying over to pre-configured network post-install, however not everybody will agree with that, think installation specific networks and the like.
