I believe NetworkManager uses the Gnome keyring to store the
passphrases. Is this a fresh F13 load? Did you set a gnome keyring
password yet? Also: If your gnome keyring password is different than
your user login, or if you logged in with your fingerprint, it will
prompt you for the keyring password every time.

it's a new f13 install. i didn't mess with anything. i'm testing the scenario where a regular user uses f13.
