Public key for ... is not installed

What's wrong here? Is this due to F12 package inheritance (koji)?
Should the key be provided in a package within F13?


$ cat /etc/fedora-release 
Fedora release 13 (Rawhide)

$ rpm -qa gpg-pubkey\*
gpg-pubkey-a3780952-4affed06
gpg-pubkey-16ca1a56-4a100959

$ yum repolist
