The kinds of breakages that are introduced all the time in rawhide are breakages that are supposed to be fixed before actually releasing the next fedora release. The breakages caused by changing the name are primarily issues that cross release boundaries. The biggest issue that has been brought up is that the .fcXX is actually part of the package version and whilst fc13 is greater than fc12, f13 is lower than fc12. That means that any time that the same version of a package is released in both F12 and F13 which is quite common then upgrades fail. The whole subject has been discussed to death and in short the problems of changing it outweigh the advantages.
