You shouldn't need to do this manually of course (bug might be needed).
But on my rawhide system ...

# locate nm-no-connection
/usr/share/icons/hicolor/16x16/apps/nm-no-connection.png
/usr/share/icons/hicolor/22x22/apps/nm-no-connection.png
/usr/share/icons/hicolor/32x32/apps/nm-no-connection.png
/usr/share/icons/hicolor/scalable/apps/nm-no-connection.svg

Hmmmm....same as mine, but no applet and a message saying it can't find resources needed. When trying to start it from a terminal, getting the missing nm-no-connection icon.

I'll check bugzilla..
