It's using entirely yum api calls, not system calls. So I'd expect that
it CAN be modified to use smart, but it definitely cannot be modified to
use smart trivially. Additionally, there are no guarantees that smart
and anaconda will depsolve the same way and smart cannot run the yum
plugins that anaconda runs.

No particular reason, just as a test for my own knowledge.
I think you'll find it a fairly difficult test. PReupgrade relies on yum
pretty heavily. It'll be a lot of work to port it to smart.
