The driver which should be used has not changed! NOTHING should be using radeonhd in Fedora, your assumption that it is the supported driver for your hardware is wrong. (In fact, some key people objected (unsuccessfully) to it being packaged for Fedora at all.) If it doesn't work with radeon, that's a bug in the radeon driver and will need to be fixed in it. (I suspect kernel modesetting to have something to do with the bug, but the X11 folks can certainly help you figure this out.)
