On the consumption side, running the applydeltaiso command is very simple - anyone sophisticated enough to be a good tester should be able to handle it. The man page is about 2/3 of a screen. On the generation side, all that's needed is for someone with access to the RC server to run the makedeltaiso command once for each ISO. The number is small enough that it can be done manually. If I wanted to, I could download every one of them, generate the diso, then upload them to a file hosting service as I did with the 32- and 64-bit DVD images. It's tedious and time-consuming since I have to do the down/uploading, which wouldn't be necessary for someone with direct access to the server.
