Either what Bruno suggested, or have an automated seeder on a
fedoraproject.org system. It would seed only the latest pre-release/RC.
You could set a bandwidth limit on it if preferred. Instead of that same
fedoraproject.org system grinding to a halt under stress, multiple peers
would be sharing the load with it. Essentially replacing the HTTP link
with a .torrent link.
