Not necessarily. This can also happen if you don't have the requested
plymouth plugin/theme available. If you installed during the Preview,
there may have been some mixups with the spinfinity plugin package(s)
that left you missing some pieces. Try this to get the new theme
working:

# yum install plymouth-system-theme
# plymouth-set-default-theme charge
# /usr/libexec/plymouth/plymouth-update-initrd

thank you, this really worked! however, on shutdown there's still no graphivcs ...
