chkconfig --level(s?) 0 sendmail off
"off" is pretty important :P

You could put this in a .bashrc file or use chkconfig --level(s?) 0 sendmail
Now I'm not sure if I've got this correct, but test it out yourself anyway. 0 should stop it at boottime. I'm also not sure if it's --level or --levels.
