I discussed it with Jesse at the -qa meeting this morning. Apparently the developers' take on it is that it a) adds complexity for little benefit (we don't really break rpm in a non-backwards-compatible way very often at all) and, for most releases, it would be pretty much a no-op, because Python usually gets bumped between releases, and when Python is updated, updating rpm brings in most of the rest of the distro as dependencies via the Python connection.
