it's a Requires(Pre) thats allowing it to happen.
Try it with xorg-x11-filesystem
rpm -e xorg-x11-filesystem
rpm -Va --nofiles --nomd5
notice the broken deps :(
Oh, indeed. That was kinda lame of me to not check glibc.spec for
any details the plain "rpm" queries might have hidden.
