KDE 3 applications (or GNOME or whatever apps) can work in a KDE 4
environment just fine. They just use different libraries.

NM is the underlying framework. nm-applet is the GNOME frontend and
KNetworkManager is a KDE frontend. The KDE frontend will integrate
better with KDE.
