"rm -f /var/lib/rpm/__db.*" deletes the RPM database.
No it certainly does not delete the RPM database :) The __db*.* files are
Berkeley DB environment which contains among other things the database
locking information.
You really should follow that up with a "rpm --rebuilddb" or RPM will
get very confused.
Database rebuild is very rarely necessary.
