It means there's a filename in the distro which is not utf8.

a file name.

The second one is from a changelog.

And to be fair, file those, too.

There shouldn't be ANY non-utf8-compliant strings in any spec file anywhere.

it is a source of put-near NEVER ENDING PAIN for people working in python.
