Examples: * If you run top, then top's refresh stalls when it happens. * Just as I started to write this email I dragged the window across the desktop at just the right time. My windows go transparent when I dragged and the window (having been released) remained transparent for a moment while the system stalled. * Games (like xmoto) stall for a moment and then resume.
