As it turns out, this is an automated process with a built-in delay (the purpose is to ensure that laptops aren't stolen and repurposed, and the delay gives time to report a theft).

Which means that the sooner you submit your request for a developer key, the sooner a developer key will pop out of the system.

The folks at OLPC are working on temporarily eliminating the delay between request and creation. I will let you know as soon as I have more info.
