This is where "4" is created:

so it seems likely that the PANIC message arises from the problem.
Unfortunately since consolehelper is a setuid app, strace isn't going
to work, because the setuid bit will be dropped defeating the whole
point of running via consolehelper.
That doesn't explain the point at when strace stopped recording. It
might explain why virt-manager won't work, but then I'd expect strace to
show why it doesn't work, or the results of it not working.
Try running this for expected strace behaviour:
strace -f fdisk /dev/sda
Running as root ("sudo /usr/sbin/virt-manager") it hangs trying to
connect to qemu.
