Is there any good way to capture kernel backtraces at the end of
shutdown? It flashes by too quickly to grab, and the "top part" has
already scrolled off the top of the monitor.

The best solution is serial console. ([1] Mostly the grub and inittab parts)
You'll need a second machine and a serial cable.
