When I'm supporting something, I have to take into account _all_ the
user's actions, and if the user's built it himself then that introduces
one more potential source of problems. RH _might_ accept bug reports
arising from CentOS problems, but if it does it would be case-by-case
and assume some trust of the CentOS build process.
