For the time being I've added the local stanza to yum.conf (it does say you 
can).  Unfortunately, it looks as though this is not going to work.  It says 
it loaded refresh-packagekit, but then

Options Error: Error parsing '10': invalid boolean value

Any idea where that comes from?
