I had this same problem... turned out yum-3.2.14-2.fc9.noarch was
installed on my system and it didn't work right.
I solved it by installing
yum-3.2.14-10.fc9.noarch
from koji and after that updates started working again.

If you see the latest pushes on the repo were on April 12, i.e. 4 days ago.
Anyway I updated yum through koij, but mine was working fine
