As far as I know, that's currently not possible in KDE 4. You might be
able to get stuff where you want by removing it and then re-adding it
-- in that case, it seems to go to the end of the taskbar, so if you
remove *everything* and then add it back in the right order that might
work.

(Just don't try to use a vertical taskbar, because many "plasmoids"
aren't prepared to deal with that yet ... :) )
