My current theory is that evdev needs a paranoid mode where it will just refuse to touch anything that looks like a keyboard, which should fall through to the old F8 driver setup without mucking with XKB settings. That'll punt far enough for F9, I suspect. Thanks for the continued testing and patience while we work this stuff out.
