Update selinux policy, touch /.autorelabel, reboot. This should be fixed.

I have selinux0 in grub because of previous issues with rawhide so
that shouldn't be a selinux issue because it is disabled right?
What else can I do?
The message is slightly different if you copied yours exactly, but review this
bug and see if its similar to your issue (I think it is).

Apparently you can back out the initscripts version to fix it without selinux
changes, but I wonder why you're seeing it with no selinux loaded.
